The first question on any Kirkland water job is whose system the house is on — because since the 2011 annexation, Kirkland genuinely has two answers. Most of the city is served by the City of Kirkland’s own water utility, which buys its supply from Seattle Public Utilities as a member of the Cascade Water Alliance. But Finn Hill, North Juanita and Kingsgate kept the provider they already had: the Northshore Utility District. The name on your bill decides who owns the meter, who to call for a shutoff, and where the utility’s responsibility ends and yours begins.
What does not change is the split at the meter: the utility owns the main and the meter, and the run from the meter to your house is yours. On Rose Hill and in Norkirk, that run is often the house’s original — sixty-plus years old, undersized, and made of materials nobody installs anymore. Those older runs are where we most often find a meter still turning with everything in the house shut off.
Kirkland’s other constant is water in the ground. The hillsides step down toward Lake Washington, and from fall through spring the soil holds enough groundwater that an open repair pit seeps continuously while you work. That does not mean waiting until July; it just means hiring a crew that manages the water and gets the repair done anyway.

In mid-December, Nick and Joshua took a water service call in the Rose Hill blocks off NE 87th Street. The line had already been repaired once, years ago, with a clamped splice — and that old repair was what had let go. In a pit seeping groundwater the whole time, they cut out the failed section, rebuilt the run with new couplings, and had it holding pressure the same day. The removed piece came out with its old clamps still stacked on it — a repair that had clearly been living on borrowed time.

Yes. Winter is when failures surface, and groundwater in the pit is normal here from fall through spring — the Rose Hill repair above was done in mid-December with the excavation seeping. The failed spot is under my driveway — do you have to cut it?
Usually not. We bore beneath driveways, walks and established landscaping and pull the new line through, entering and exiting from two small pits. Cutting concrete is the fallback, not the plan — on Kirkland lots where the driveway is the access to everything, trenchless replacement usually wins on both cost and disruption.
When is a whole-home repipe the answer instead of another repair?
When the pipe material itself is failing — galvanized steel corroding from the inside, or polybutylene — a third repair is money spent renting time. My water bill jumped — is that the service line?
Run the meter test before assuming anything: shut off every fixture, then watch the meter. If it still turns, water is leaving the system somewhere — and on older Kirkland services that somewhere is often underground between the meter and the house.
